Germany's cannabis reform, in plain English
Germany made history on 1 April 2024, becoming the first big EU country to legalise recreational cannabis. Under the Cannabis Act (Cannabisgesetz, or CanG), adults can legally possess and enjoy cannabis, and since 1 July 2024, Cannabis Social Clubs have been operating as licensed non-profit associations across the country. The scene has grown fast — well over 400 clubs are now licensed and counting — and HiMap is here to help you find them.
What is a Cannabis Social Club?
A Cannabis Social Club (CSC), known in German as an Anbauvereinigung (growing association), is a non-profit registered association that grows cannabis collectively for its own members. The essentials:
- Non-commercial — clubs don't make a profit; fees just cover cultivation costs.
- Members only — only registered members receive cannabis.
- Up to 500 members per club.
- Licensed by the state — each club needs an official cultivation permit.
- Responsibly run — clubs must have prevention officers and youth-protection plans.
How to join a club
- Age: you must be 18 or older.
- Residency: at least 6 months of registered residency in Germany — which means this isn't set up for tourists.
- One club at a time: you can only be a member of a single CSC.
- Registration: apply online or in person with valid German ID.
- Fees: typically around 12–25 euros a month, plus a one-time joining fee.
What you get as a member
- Members 21+: up to 25g per day, and up to 50g per month.
- Members 18–20: up to 30g per month, capped at 10% THC.
- Products: dried flower and hash only (no edibles or oils).
- Collection in person with ID — no home delivery.
The rules to know
- No use at the club: consumption isn't allowed at or right next to the premises.
- 100-metre buffer: no use within 100m of the club entrance, or near schools, playgrounds and sports grounds. Clubs themselves must sit at least 200m from schools and youth facilities.
- Pedestrian zones: no use in pedestrian areas between 07:00 and 20:00.
- Carry ID and your membership card when collecting.
Legal possession and home growing
- In public: up to 25 grams.
- At home: up to 50 grams.
- Home growing: up to 3 plants per adult for personal use.
- Sharing: passing a small amount to another adult is allowed (never with minors present).
Best cities for cannabis clubs in Germany
Berlin leads the way, reflecting the capital's open attitude and home to Europe's biggest cannabis events. Cologne and the wider North Rhine-Westphalia region have the most clubs of any state, with well-established associations in neighbourhoods like Ehrenfeld.
